Why is the Chinese market different?

Pokémon sets printed in mainland China are produced with the same quality as Japanese cards, with a unique detail: the Pokémon logo embossed on the bottom left of each card. The rarity system is unique to the Chinese market — every common, uncommon, and rare card exists in two Reverse Holo variants (Poké Ball pattern, and the rarer Master Ball pattern). And most importantly: these cards will never be released internationally.
